Can foreigners visit Xinjiang in 2026?
Most visitor routes begin like ordinary China travel, then turn on local details: whether the stop sits inside a border management area, whether the hotel can register foreign passports, and how checkpoint practice affects the day’s drive.

Foreigners can visit many Xinjiang routes independently. Ürümqi, Turpan, central Kashgar and several headline scenic areas are normally handled without a region-wide tourist permit. The sensitive part is route classification: a stop near an international boundary may require a Border Management Area Permit, and some border-side villages or passes may be off-limits even with paperwork.
Use this guide to classify each stop before booking transport and hotels. The practical questions are less “is Xinjiang open?” and more “does this county, pass, lake road or village need border approval this week?”
Entry: visa first, then Xinjiang
Xinjiang has no separate general tourist visa. Start with lawful entry to China: a valid passport, a tourist visa when your nationality needs one, or a confirmed visa-waiver stay when your passport qualifies. Be careful with visa-free transit; transit schemes are narrower than normal tourism entry, so they are usually a poor fit for a long overland Xinjiang itinerary.
Areas open without a special permit
These popular areas are generally open to foreign tourists with no border permit (always verify current status for specific scenic sections):

Border routes to verify before booking
A Border Administration Area Permit is required for designated border zones, but the national announcement does not publish a tourist-ready list of every Xinjiang road and attraction. Treat the following as route-planning flags, then confirm the exact stop with the issuing public-security office or a licensed local operator:

A border permit is not a promise of access. A road, village, pass or port can remain closed or have narrower visitor rules. Confirm the named destination shortly before travel rather than assuming that a nearby open attraction makes the whole area accessible.
How foreigners get the border permit
Since 15 April 2026, China issues an Electronic Border Administration Area Permit and has stopped issuing paper permits. Under the National Immigration Administration’s rules, mainland residents aged 16+ can apply online, but foreign nationals must apply in person at a county-level (or above) exit-entry administration of the public security organ, or a designated police station.
- Apply in person. Foreign nationals use a county-level or above public-security exit-entry office, or a designated police station.
- Ask before travelling to the office. Call the NIA service line at 12367 to confirm the nearest issuing point and supporting documents.
- List the exact route. Give the authority every county, road, village and border stop rather than only the nearest large city.
- Carry the permit with ID. The electronic permit may be shown on a phone or as a printed copy and is used together with valid identification.
Hotels and registration
Hotels are responsible for registering foreign guests, and national policy says accommodation operators must not use supposed qualification requirements to refuse them. In practice, a small or remote property may still be unfamiliar with the registration process. Before a non-refundable booking, confirm that reception can process your foreign passport at check-in. If you stay in a private home or other non-hotel accommodation, you or your host must register with local public security within 24 hours; Xinjiang is not among the seven regions in the March 2026 online-registration pilot, so verify the local offline process.
Security checks and conduct
Xinjiang has a visible security presence. Expect ID checks, luggage and vehicle checks, and surveillance, and be aware authorities can impose curfews or travel restrictions on short notice.
