Most mainstream hotels in China can check in foreign visitors, but the question is branch-level, not brand-level. The front desk must be able to read a passport, enter the foreign-guest details, and submit the local accommodation record. When that workflow is missing or the staff do not know how to use it, a real booking can still fail at the counter.
Use this page as a pre-arrival check. For hostel-specific advice, use the separate hostels in China guide; this page focuses on hotels, apartment-style hotels and check-in failure.
The rule in one screen
The legal obligation is accommodation registration. For a normal hotel stay, that should happen behind the desk while staff check your passport. Your practical risk is not the law itself; it is choosing a branch that cannot complete the hotel-side workflow.
| Stay type | Who normally files | Failure pattern |
|---|---|---|
| International or upper-mid hotel | Front desk at check-in | Low; staff see passports often |
| Local budget hotel | Front desk, if the branch is set up | Medium; branch may be domestic-ID only |
| Apartment hotel | Varies by operator | Ask before paying; self-check-in can be messy |
| Private apartment or homestay | Guest and host may need to handle it | Different process; do not assume a hotel desk exists |
Verify the exact branch before arrival
A star rating, nice photos or a cheap refundable rate does not prove the desk can process a passport. Check for signals that relate to the specific hotel branch where you will sleep.
- Keep the booking inside an app with live English help so relocation support can see the refusal if the counter cannot process your passport.
- Look for recent foreign-passport reviews, not just generic cleanliness or location comments.
- Message inside the booking app and ask: "Can this branch check in guests with foreign passports?"
- Send the Chinese version if needed: "能接待外宾并办理住宿登记吗?"
- Arrive earlier in smaller cities so a failed check-in is still fixable before the last train, metro or taxi window gets awkward.
The message to send
Do this before paying for a small local property, apartment hotel or late-night arrival. Keep the answer inside the platform chat so support can see it later.
| Situation | Message | Good answer |
|---|---|---|
| Before booking | 能接待外宾并办理住宿登记吗? | Yes, foreign passports can check in and registration is handled at the desk. |
| Late arrival | 我会晚上到,请确认前台可以用外国护照办理入住。 | Front desk confirms staff will be present and can process the passport. |
| Apartment-style hotel | 请问住宿登记由前台办理,还是需要我自己去派出所/线上办理? | The operator explains who files the record and what document you need. |
| Unclear reply | 请明确回复:外国护照可以入住吗? | A direct yes. Vague "bring ID" replies are not enough. |
Do the passport question in the booking-app chat, not only by phone. If the hotel later refuses check-in, that saved reply helps support treat it as a service failure. Search hotels with English support on Trip.com →
Red flags before you pay
These do not always mean "do not book", but they are enough reason to confirm in writing before you depend on the room.
| Signal | Why it matters | Safer move |
|---|---|---|
| Listing asks for a Mainland ID | The booking path may be domestic-only | Use a passport-supported listing |
| Self check-in apartment | No staffed desk to fix registration questions | Ask who handles the local record |
| Hourly, e-sports or themed hotel | Often built around local ID traffic | Confirm passport check-in first |
| Very late arrival at a bargain property | No manager may be present to solve it | Pick a chain or arrive before evening |
If the desk refuses check-in
Do not turn the problem into a voluntary cancellation. Your goal is to document that the property cannot provide the room to a passport holder, then move quickly.
- Ask staff to reply in the app chat with the reason they cannot check you in.
- Call support from the lobby and use the words "foreign passport check-in failure".
- Request relocation, not just a refund, especially if it is late or the city is busy.
- Keep your passport visible while staff copy details or call a manager.
- Screenshot the listing and chat before it changes or disappears from the app.
Escalation ladder
Move in this order. It keeps the issue documented and reduces the chance that a support agent treats the case as a normal cancellation.
Desk manager
Ask whether another staff member can process foreign-passport check-in or call the local police station for the hotel-side procedure.
Platform support
Show the booking, chat confirmation and the live refusal. Ask for relocation to a passport-capable property.
Nearby chain
If it is late, prioritize a known staffed hotel over the cheapest replacement. Fix the refund once you are checked in somewhere safe.
Keep records
Save receipts, screenshots and chat replies until the platform resolves the failed stay.
The legal source
Article 39 of China's Exit-Entry Administration Law is the reason hotels ask for passports at check-in. The National Immigration Administration explains that hotels submit foreign guests' accommodation information to local public security organs; for non-hotel domiciles, the foreigner or host handles registration within the required window. In a functioning hotel workflow, the reporting is part of check-in; in a private stay, the responsibility can move to the host and guest.

Frequently asked questions
Can a Chinese hotel refuse a foreign passport?
A hotel should not reject a guest simply for being foreign, but the branch still needs a working foreign-passport check-in and accommodation-registration workflow. If the desk cannot complete that workflow, treat it as a failed check-in and ask the booking platform to relocate you.
What should I ask a hotel before I book?
Ask whether this exact branch can check in guests using foreign passports and file the accommodation registration. In Chinese, use: "能接待外宾并办理住宿登记吗?" Save the reply inside the booking app.
Which booking signals are safest?
International chains, English-language listings on major travel platforms, recent foreign-passport reviews, and staff replies that explicitly mention passport check-in are the strongest signals. A star rating by itself is not enough.
What should I do if the hotel will not check me in?
Do not cancel the booking yourself. Ask the hotel to write the reason in the app chat, contact platform support from the lobby, and request relocation to a property that can check in a foreign passport.
Do apartments and homestays follow the same process?
No. Hotels and staffed hostels normally file accommodation registration during check-in. In a private apartment or homestay, the guest and host may need to handle the local registration step themselves.
